There are many great tools available to help the modern car buyer (or the average person looking for a bike). Carfax, VIN decoders, Google and phone flashlights have helped our generation to make great (smart?) purchases. One of my favorite things to help with in my home state of California is that you’d be surprised how much you can get out of a simple license plate.
The Fast And The Furious
California tiles are quite unique. It runs continuously with a seven-digit sequence numbered from 1 to 1980. The sequence theoretically starts at 1AAA000 and goes up to 1AAA001. Get it?
Fewer vehicles were registered than 30 years ago, so the first few years of the sequence were slightly slower. Now, most cars you want to buy will have plate number 4, which will look like license plate number 4AAA000. The California #4 plate originated in the late 90’s and early 00’s, and usually any car from that era had the original number.

Why is it different? An original number on a car usually means that the vehicle is still with its original owner or has recently changed hands. When entering the car dealer’s system, a new number is sometimes given, especially if there is a gap in the record. A new number is issued as a new number during the registration process.

Only when the car changes hands between private parties, for example if I sell my Mk6 GTI to my colleague Andrew in California, will he retain the license plate. Side note: Some states require a new license plate every time you change cars.

Back to the California example – the 1998 Lexus GS400 should have 4 panels. If the car was sold to the dealer in 2017, the new plate will have the number 8. So it will be 8AAA000 instead of 4AAA000. Oh, it’s ugly. To boot, cars registered in California between 1998 and 2000 received “Sixty Year” plates. Instead of a blank space at the bottom of the sign, the words “Ten hundred years – 150 years” are written for the 150th anniversary of the state. After fifty years of plates, the bottom of the plates read “DMV.CA.GOV,” which is somehow lighthearted.

All you have to do is see if your car’s era and number match, and you can add another little puzzle to your car’s ownership history.
I know it cracks me up every time I see a 2010 VW GTI with 8 panels in 6 panels. So I ordered a special plate for him, but that’s a story for another time.
In general, the first number is the main sign when looking at the car. It shows consistent ownership history, dealer abuse and neglect, and has the added benefit of being cooler for weirdos like me. Having a new license plate isn’t a problem, but unanswerable gaps in ownership history should be considered.

DPPA stands for Driver Privacy Protection Act. The DPPA requires the California DMV to protect individuals’ personal information. This law ensures that personal information such as social security numbers and home addresses are not disclosed negligently.
This personal information is only released to government officials in California by subpoena or warrant. This means that even a police officer cannot access this information without a court order.

Online forms are available on the DMV website. There are two online forms. One is to get a copy of an individual’s driver’s license and the other is to get information about someone. For others, use this form from the DMV website here.
In California, private investigators do not have access to confidential information. So, the DMV can provide them with information about the vehicle (citations, accidents, etc.), but not the address.
Private investigators can find a person of interest by canvassing the neighborhood. But they don’t get that information just by giving the DMV the license plate number.
Only private investigators working for insurance companies or the government can obtain personal information. It depends on the purpose of the search and their permission.

You can use free and paid online services to research your personal vehicle. These databases are often accessed through dealer networks, garages, multi-vehicle markets, and community sources. Such services provide detailed vehicle history, including service history, odometer readings, and any reported accidents. If you have good reason to do so, some services may request vehicle owner information.
California has issued and required license plates since 1905. At that time, plates were mainly identified by the inscription of the name of the country below.
The number issued in 1963 is still used in traffic. They can be identified by plain black background and gold letters/numbers. Over the years, plaques become more pronounced and complex.
