I have a frame that I want to sell. I covered it with tape and paint to prevent theft. I ran in London for 5 years and it was very successful. But I want to beautify it again.

I sprayed WD40 on the paint spots and let the paint soften a bit. Then I used that magic foam eraser to remove the paint. It took some elbow grease, but it works 100% for all the different colors on the frame. I think it was on the frame for at least a year before I owned it – if the seller is to be believed. I may have been lucky with the color type, but I was really happy with this one. I doubt there is any danger in using WD40 and these cleaners, I can’t imagine it ruining the paint and I don’t think it would cut the clear coat.
If you spray paint directly onto the original surface and the paint stays in place for 5 years, it won’t come off without at least removing most of the original paint. Even if these two paints use different bases (for example, one is oil and the other is latex), they are still intertwined in such a way that they do not separate from each other.
I take some wet and dry sandpaper (the black stuff) – about 80-120 grit to start – and sand the bottom part of the frame. Clean frequently with a cloth and a little soapy water to ensure the clear finish you get when you receive it. If that works, do the rest and finish with 800-400 grit sandpaper to remove the sand marks and then hit it with a rub or polishing compound (the stuff for cars is cheap and will work fine)
In my opinion, the only recommendation is not to use sand, even if it is a wet/dry sand. I haven’t tried it though, so maybe it works like a charm.

Note that the color quality of the clear coat is the “buffer” area of the color under the clear coat. Usually higher priced bikes have better quality clear coats.
